UAE eVisa is not required for the Citizens of the GCC Countries to enter Dubai.
Yes, All the foreign resident living in GCC countries do require a visa to visit UAE. Due to Online UAE eVisa system it is not necessary to physically go to a UAE embassy or consulate to apply for a visa. Applicants can only submit online application for eVisas.

There are several rules and conditions that the applicant must fulfill at the time of applying for a UAE eVisa. To get visa for Dubai GCC resident must meet the following requirements:
Applicant visit to UAE must be no more than 90 days
UAE eVisa is for the purpose tourism and short stay only
Passport Copy with a minimum validity of 6 months
A scanned copy of their GCC residence document and GCC Id card
A credit or debit card to pay the visa fee
Once the application is approved, the applicant receives the eVisa by email. To enter UAE, GCC residents can show a copy of the UAE eVisa and their passport to the UAE border authorities.
Applicants who live in a GCC country but are a citizen of a different country need to apply for UAE travel visa with residence permit card. The residence permit must be valid for at least 6 months as of your entry to UAE. Few of the countries do not require resident ID card, they only require passport and photograph to process a visa for Dubai.
Foreign Citizens coming in UAE with an eVisa will have to present their passports and a copy of the eVisa document, which will have been sent to the traveler after their application was approved.
Immigration Officers will check their passports and eVisa at the time of entry in airport.
